The chapter highlights that Africa\u2019s urban growth differs fundamentally from historical European industrialisation; it is driven by <strong>population expansion, rural economic decline, and land scarcity<\/strong> rather than formal job creation. Consequently, <strong>rural economies remain vital<\/strong>, underscoring the ongoing need for <strong>equitable land access<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">\ud83c\udf31 The Significance of Land<\/h2>\n\n\n\n<p class=\"\">Land is more than just a physical asset; it embodies <strong>economic, social, and political significance<\/strong>. It serves as a site for <strong>agricultural production<\/strong>, a <strong>reservoir of natural resources<\/strong>, and a <strong>foundation for investment<\/strong>. Additionally, <strong>land tenure systems influence governance structures and communal stability<\/strong>. Africa\u2019s <strong>legal pluralism<\/strong>, a fusion of precolonial, colonial, and postcolonial systems, complicates governance, fostering ambiguity and <strong>elite-driven land exploitation<\/strong>.<\/p>\n\n\n\n<p class=\"\">These complexities underscore <strong>four critical dimensions of the land question<\/strong>:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li class=\"\"><strong>Distribution<\/strong><\/li>\n\n\n\n<li class=\"\"><strong>Security of tenure<\/strong><\/li>\n\n\n\n<li class=\"\"><strong>Governance<\/strong><\/li>\n\n\n\n<li class=\"\"><strong>Utilisation<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"\">While colonial histories shaped some inequities, <strong>contemporary land grabs by political elites exacerbate disparities<\/strong>. The <strong>uneven concentration of land ownership<\/strong>, particularly among Africa\u2019s wealthy classes, perpetuates <strong>exclusion and economic stagnation<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">\ud83d\udc69\u200d\ud83c\udf3e Gender Inequality in Land Governance<\/h2>\n\n\n\n<p class=\"\">One of the most critical aspects of land governance is <strong>gender inequality<\/strong>. Despite the pivotal role women play in agriculture, <strong>customary laws and patriarchal systems often hinder their ability to secure land<\/strong>.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"\">In Kenya, <strong>75% of women do not own agricultural land<\/strong><\/li>\n\n\n\n<li class=\"\">Only <strong>10% of title deeds issued between 2013 and 2017 were allocated to women<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"\">These figures expose <strong>systemic exclusion that legal frameworks struggle to rectify<\/strong>. Similar trends are observed across Africa, reinforcing the need for <strong>policy reform<\/strong>.<br><\/p>\n\n\n\n<p class=\"\">In some regions, progress has been made\u2014for instance, <strong>Namibia&#8217;s legislative protections for widows<\/strong> reflect modest improvements in gender-inclusive tenure systems. Proponents of freehold tenure argue that <strong>private ownership enhances investment opportunities and tenure security<\/strong>. However, historical evidence challenges this assumption, demonstrating that <strong>formal titling does not always yield increased productivity<\/strong>. Research in Kenya and Zimbabwe reveals that <strong>large-scale freehold farms often suffer from underutilisation<\/strong>, contradicting claims that privatisation automatically fosters efficiency. Conversely, <strong>customary tenure offers communal stability<\/strong> but faces governance challenges, particularly as traditional authorities manage land with varying degrees of accountability. Scholars increasingly advocate for <strong>hybrid models that integrate customary and statutory tenure<\/strong>, ensuring both stability and market-driven investment potential.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Policy Considerations<\/h2>\n\n\n\n<p class=\"\">Finally, the chapter explores <strong>policy considerations in resolving Africa\u2019s land dilemma<\/strong>. Questions around <strong>optimal land ownership models, democratic access, foreign investment, and institutional governance<\/strong> remain pressing.
